Any incident which may or may not constitute a criminal offence which is perceived by the victim or any other person as being motivated by prejudice or hostility

No but it must always be obtained if possible.
Should you arrest an offender for domestic violence?
It is the decision of the police officer whether to arrest or not, not the victims.
Domestic Abuse definition
Any incident or pattern of incidents of controlling, coercive or threatening behaviour, violence or abuse (psychological, sexual, financial or emotional) between those aged 16 or over who are or have been intimate partners or family members regardless of gender or sexuality.
Definition of family members:
Mother, father, brother, sister, son, daughter, in laws and step relations.
What is the primary role of a police officer at a DV incident
To protect the victim and any children from further abuse.
list the Police powers of entry that could be used in a DV incident
Sec 17(1)(b) PACE - arrest someone for indictable offence (ABH / GBH / criminal damage)
Sec 17(1)(e) PACE - danger to life, limb, or serious damage to property
Common law - prevent or deal with a BOP (harms a person)
Sec 24 PACE - protect from causing physical injury or to protect child or vulnerable person
Sec 6 CLA - use of threaten violence to secure entry to a premises
Sec 4 / 4a / 5 Public Order Act - public place only
