T.S. 3.9.1 Boron Concentration
Applicable Mode 6
Boron concentrations of the Primary Coolant System and the refueling cavity shall be maintained at the REFUELING BORON CONCENTRATION.
Born not within limit: Suspend Core Alterations, positive reactivity additions, AND initiate actions to restore concentration within 1-hour.
REFUELING CAVITY: the water volume in the spent fuel pool, the transfer
canal, the refueling cavity, and the reactor vessel form a single
connected water mass.

T.S. 3.9.2 Nuclear Instrumentation
Applicable MODE 6
Two source range channels shall be OPERABLE.
- One source range inoperable: Suspend Core Alterations and Suspend positive reactivity addiitons IMMEDIATELY
- Two source ranges inoperable: Immediately initiate action to restore 1 to operable status.

T.S. 3.9.3 Containment Penetrations
Applicable During CORE ALTERATIONS,
During movement of irradiated fuel assemblies within containment.
The containment penetrations shall be in the following status:
a. The equipment hatch closed and held in place by four bolts;

The equipment hatch is only required to be closed when the Fuel Handling Area Ventilation System is not in compliance with LCO 3.7.12, “Fuel Handling Area Ventilation System.”

b. One door in the personnel air lock closed;

One door in the personnel air lock is only required to be closed when the equipment hatch is closed.

c. One door in the emergency air lock closed; and
d. Each penetration providing direct access from the containment atmosphere to the outside atmosphere either:
1. closed by a manual or automatic isolation valve, blind flange, or equivalent, or
2. capable of being closed by an OPERABLE Refueling Containment High Radiation Initiation signal.
One or more containment penetrations not in required status; IMMEDIATELY Suspend Core Alterations and movement of irradiated fuel assemblies within containment.
What is T.S. 3.9.4 Shutdown Cooling (SDC) and Coolant Circulation - High Water Level?

T.S. 3.9.4 Shutdown Cooling (SDC) and Coolant Circulation - High Water Level
Applicable: MODE 6 with the refueling cavity water level ≥ 647 ft elevation.
One SDC train shall be OPERABLE and in operation.

1. The required SDC train may not be in operation for ≤ 1 hour per 8 hour period, provided no operations are permitted that would cause reduction of the Primary Coolant System boron concentration.
2. The required SDC train may be made inoperable for ≤ 2 hours per 8 hour period for testing or maintenance, provided one SDC train is in operation providing flow through the reactor core, and core outlet temperature is ≤ 200°F.
1 required SDC Train inoperable or not in operation, IMMEDIATELY begin actions to restore to operable, suspend dilution operations, suspend loading of irradiated fuel assemblies in the core.

T.S. 3.9.5 Shutdown Cooling (SDC) and Coolant Circulation - Low Water Level
Applicable: MODE 6 with the refueling cavity water level < 647 ft elevation.
Two SDC trains shall be OPERABLE, and one SDC train shall be in operation.
- 1 SDC train inoperable, IMMEDIATELY initiate action to restore to operable status or raise water level >= 647 feet.
- No SDC train operable, IMMEDIATELY Suspend actions that dilute PCS, initiate actions to restore 1 train to operable status, initiate actions to close all containment penetrations with direct access from containment atmosphere to outside atmosphere.

3.9.6 Refueling Cavity Water Level
Applicable: During CORE ALTERATIONS,
During movement of irradiated fuel assemblies within containment.
The refueling cavity water level shall be maintained ≥ 647 ft elevation.
Refueling cavity water level not within limit, IMMEDIATELY suspend core alterations, movement of irradiated fuel assemblies within containment.
