1) Suspect an offence 14+ has, is, or is about to be committed AND you believe a warrant would obtain evidential material. AND it would be impractical to wait to get a warrant in the circumstances.

4) MODA offences has, are, are about to be committed. AND it is necessary to prevent the offending. AND it would be impractical to wait to get a warrant in the circumstances.
