second M war: was initially there to protect its allies however in the end Rome shifted to expansion by declaring the “freedom of the Greeks” and asserting dominence over the Hellenistic world

west:

- for security
- ex- punic wars= destruction of carthage and conquring spain
East:
- strat= alliances diplomacy
- cultural entigration= hellestic
- ex=2 M war and feedom of greeks
