Fleeing driver is what
Driver who has been signalled to stop by constable but fails to stop or remain stopped, or a driver who flees as a result of police presence, whether signalled to stop or not
The decision to signal a driver to stop, commence, continue or abandon a pursuit must be justified by which risk assessment

Before signalling a driver to stop comms should be advised of ( think R I I)
- Reason wanting to stop
- Intention to signal driver to stop
- whether pursuit is going to be initiated if fails to stop
Follow decision to abandon pursuit all units must
Acknowledge abandon pursuit Reduce speed/ lights siren off Stop when safe Advice stationary Stop search Resume normal patrol

Complete notification
Create nia file (end shift *)
Any health safety/ near miss record (end of shift *)
- Or with approval within 5 days and before Rdo or leave.
