RIPA requirement
Requires Law enforcement agencies to submit data on ALL “stops” as defined by the bill, to the attorney general.

Who must be reported on a traffic stop
Only the driver unless the passengers are detained beyond just being present in the car
Perception of RIPA
CANNOT ask person their race, ethnicity, gender, gender identification, sexual orientation, age or disability. Must be based solely on deputies perception and interpretation.
Multiple agencies, who reports?
Only the primary agency. Unless primary is not mandatory reporter
Multiple subjects contacted on a stop
A RIPA report must be completed for each subject
Multiple deputies on one subject
Only one deputy completed RIPA
Search Warrant and 4th waiver reporting.
SW and 4th waiver are exempt. But people other than the target in the residence must have a RIPA report.
