CARE criteria
Must be under 17
Must be confirmed abduction
Imminent danger
Information disseminated to public that could help with the recovery
Not for runaways
AMBER criteria
Under the age of 17
There is a confirmed abduction by anyone
Missing Juvi supervisor responsibilities
Receive brief from patrol
Have child entered into NCIC
Notify station capt or LT
Who approves AMBER alerts?
Requested by the supervisor, however they will not be requested through the CHP prior to obtaining the approval of the on-duty Commander.
Patrol response
Contact the RP and conduct an assessment of the most reasonable steps to be taken to locate the person and initiate a missing person report
Treat all MP as “at risk” until classified.
If under 16 or at risk, contact CC and have them send out a BOL to all LE and CHP in the county.
Records will cont DOJ within 2 hours and have under 21 or at risk entered into violent crimes and NCIC
If unknown circumstances, notify area juvenile detective immediately
Who handles FU on MP juvi?
Area juvi detective
Who handles child abduction initial response and FU?
Area juvi detectives will make initial response but will notify homicide Sgt who will take over
Types of missing juvis
- Voluntary missing/RJ- handled by area juvi det
- family abduction- usually not handled by homicide. Handled by DA family protection unit
- abduction by unknown individuals- handled by homicide immediately
- unknown circumstances- these cases may meet homicide criteria. Case by case basis
If juvi is located:
Complete JCR and release to parents or guardians. Call records prior to end of shift
Amber alert activation procedure
Supervisor must determine is criteria is met
Supervisor contacts CC to issue alert.
If state wife is deemed necessary, CC with cont station captain of alert request
Supervisor will prepare 2 minuet brief and email/fax to the CC watch commander
Amber Alert will include:
An abduction has taken place Where took place When took place Description of child Description of abductor Veh descriptions Last direction of travel Phone number for public response Message saying no action by public other than call LE
At Risk age criteria?
Under 12, voluntary or involuntary are considered at risk
