The Deputy Will:
A
- Contact the Shift Supervisor giving: - Location - number of inmate involved - type of resistance being encountered - status of staff - if inmates are armed or if there are any hostages
- If possible, isolate problem area by all available means

The Control Room Personnel will:
A
- Clear the phone lines
- If possible, secure affected area
- Close the riot gates if available
- Start documentation of times

The Shift Supervisor will:
A
- Respond to the area with a response team
- Assess the situation before entering the area
- Notify the Shift Commander of the situation and the degree of inmate involvement
- If possible, enter the area and begin lock-down
- If not possible to enter the area then secure outer vestibule gate(s)

The Shift Commander will notify:
A
- Affected Division Commander
- Healthcare Clinical Supervisor
- Other on-duty Shift Commanders
- Real Estate Management superintendent
- DIU Supervisor

The Shift Commander will:
A
- Report to the scene for assesment
- Activate the CRT
- Notify as listed
- Provide additional security staff as needed
- Establish: - A command center location - Additioanl perimeter posts - Inter-Perimeter patrols
- Ensure all doors leading to the main corridor are secure
- Ensure the main control center has key log availbale if additional keys are needed
- Have all non-essential personnel, excluding medical staff, escorted from the building
- At the conclusion of the incident (with department commander approval): - establish a crime scene - complete a head count

The Central Division Shift Commander will:
A
- Halt the intake procedures
- Halt all classification
- Secure main entrance and secondary entrance roads
- Dispatch perimeter car to the affected area’s perimeter
- At the direction of the Department Commander or Ranking Deputy, an Emergency Command Center will be established in IB, 3rd Floor Complex Control Center Room #306. The auxiliary Emergency Command Control Center will be located in the Healthcare Facility, 4th Floor Breakroom #425

What does an Emergency Command Center consist of?

- Department Commander
- Division Commanders
- DIU Sergeant
- Responsible Health Authority
- Real Estate Management rep
- CRT Commander
- SWAT/ERT Liason

Q
Once established, the Emergency Command Center will:
A
- Contact the Comm center, requesting perimeter security and on-call PIO
- Contact the on-duty clinical supervisor
- Contact 911 for emergency services
- Contact real estate management
- If during work hours, contact courthouse security and the State Attorney’s Office
- Determine and initate course of action
- With the Department Commanders permission, initiate emergency call out procedures
- Designate a staging area for equipment and personnel along with a supervisor in charge of that area
- Designate peronnel to maintain an incident log

CRT Commander will:
A
- Designate a team member to be responsible for all documentation
- At the direction of the Department Commander or deignee, the CRT Commander shall initiate disturbance resolution techniques
- Provide a written report to the Department Commander to include inmate deaths, serious injury to inmates or staff, escapes, forms of violence, hostage taken and weapons used

At the conclusion of the incdient, the Emergency Command Center will:
A
- Notify the Comm center; request CISM Team if needed
- Release all re-called personnel
- Close staging area; all equipment is accounted for and returned to the proper areas
- As staff becomes available, release them to regular duty
- Release lock-down status
- Close the Command Center and forward the incident log to the Department Commander
