What changes did the 2020 plan of work bring?
Sustainability
Includes a Sustainability Project Strategy providing actions and tasks aligned with the RIBA Sustainable Outcomes Guide for each project stage.
Planning
Now includes, guidance on submission of a planning application is recommended at the end of stage three. Aims to reduce the risks of designers continuing on to the next stage without fully co-ordinating information.
Stage Three
Name changed from ‘Developed Design’ to ‘Spatial Co-ordination’ to emphasise that stage three is not about changing design concept. Instead, it is about the lead designer managing information until the building is spatially co-ordinated and either ready to be sent to planning or ready for stage four (Technical Design) to start.
Post-occupancy evaluation
Another main driver behind the 2020 Plan of Work updates is post-occupancy evaluation. The plan recommends that facilities management and asset management teams are brought into the process at stage seven. It also encourages light touch evaluation to take place as early as the start of stage six – even before the work of the project team finishes.
Plan for use
In addition to the Plan of Work updates, RIBA is publishing a separate document encouraging a more in-use approach to design. Essentially an interpretation of BSRIA’s 2014 Soft Landings Framework, this guide aims to help designers check earlier on whether what they have designed actually works.
What changes did the 2013 plan of work bring?
The previous version, published in 2013 has moved online and has undergone a radical overhaul. It is now more flexible, with stages such as planning permission and procurement being moveable, it reflects increasing requirements for sustainability and Building Information Modelling (BIM) and it allows simple, project-specific plans to be created. In addition, the work stages have been re-structured and re-named.

Can you describe what the RIBA plan of work is?
The RIBA Plan of Work provides a shared framework for design and construction that offers both a process map and a management tool split into a number of key project stages.
The work stages have been used as a means of designating stage payments and identifying team members responsibilities when assessing insurance liabilities, and they commonly appear in contracts and appointment documents.
What is stage 0?
0 - Strategic Definition
Identify clients business case and strategic brief and other core project requirements
What is stage 1?
1 - Preparation and brief
Develop Project Objectives, including Quality Objectives and Project Outcomes, Sustainability Aspirations, Project Budget, other parameters or constraints and develop Initial Project Brief. Undertake Feasibility Studies and review of Site Information.
What is stage 2?
2 - Concept design
Prepare Concept Design, including outline proposals for structural design, building services systems, outline specifications and preliminary Cost Information along with relevant Project Strategies in accordance with Design Programme. Agree alterations to brief and issue Final Project Brief.
What is stage 3?
3 - Developed design
Prepare Developed Design, including coordinated and updated proposals for structural design, building services systems, outline specifications, Cost Information and Project Strategies in accordance with Design Programme.
What is stage 4?
4 - Spatial Coordination
Prepare Technical Design in accordance with Design Responsibility Matrix and Project Strategies to include all architectural, structural and building services information, specialist subcontractor design and specifications, in accordance with Design Programme.
What is stage 5?
5 - Manufacturing and Construction
Offsite manufacturing and onsite Construction in accordance with Construction Programme and resolution of Design Queries from site as they arise.
What is stage 6?
6 - Handover
Handover of building and conclusion of Building Contract.
What is stage 7?
7 - Use
Undertake In Use services in accordance with Schedule of Services.
