THE PROCEDURE IN WHICH AN INDIVIDUAL CAN DISCUSS ANY MATTER WITH COMMANDING OFFICERS IN THE CHAIN OF COMMAND.
WHAT IS THE PURPOSE OF THE CHAIN OF COMMAND?
THE MARINE CORPS USES THE CHAIN OF COMMAND TO ACCOMPLISH ITS MISSION AND SEE TO THE MORALE, PHYSICAL WELL-BEING, AND GENERAL WELFARE OF MARINES.
WHAT ARE THE PURPOSES OF THE REQUEST MAST PROCEDURES?
1) DESIGNED TO PROVIDE TIMELY AND APPROPRIATE RESPONSES TO PETITIONS OF INDIVIDUAL MARINES BY COMMANDING OFFICERS IN THE CHAIN OF COMMAND.
2) TO CREATE CONFIDENCE IN REQUEST MAST AS A WAY TO SOLVE PROBLEMS.
3) TO ENCOURAGE THE RESOLUTION OF PERSONAL PROBLEMS AT THE LOWEST POSSIBLE LEVEL.
WHO CAN DENY REQUEST MAST?
NO ONE EXCEPT THE COMMANDING OFFICER ON CASES WHERE DISCIPLINARY ACTION IS PENDING CONCERNING THE MATTER AND THE REQUEST MAST WOULD IMPROPERLY AFFECT THE PENDING REVIEWING ACTION OF THE OFFICER WHO BEGAN THE DISCIPLINARY ACTION.
WHAT CAN HAPPEN TO PERSONS WHO TRY TO PREVENT ACCESS TO THE COMMANDING OFFICER?
THEY ARE SUBJECT TO DISCIPLINARY ACTION.
HOW HIGH DOES A MARINE HAVE THE RIGHT TO BE GRANTED REQUEST MAST WITH?
WITH COMMANDERS UP TO AND INCLUDING THE IMMEDIATE COMMANDING GENERAL WITHIN THE CHAIN OF COMMAND WHO IS LOCATED AT THE SAME BASE OR IMMEDIATE GEOGRAPHIC LOCATION.
WHAT ARE THE PROCEDURES FOR REQUEST MAST WITH ABOVE THE IMMEDIATE COMMANDING GENERAL WITHIN THE CHAIN OF COMMAND?
AN INDIVIDUAL MAY WRITE TO HIGHER COMMANDERS INCLUDING THE COMMANDANT OF THE MARINE CORPS AND THE SECRETARY OF THE NAVY AND ASK FOR REQUEST MAST, BUT DOES NOT HAVE A RIGHT TO PERSONALLY MEET WITH EITHER.
TO REQUEST MAST WITH A GENERAL OFFICER IN AN AREA WHERE THERE IS NO GENERAL OFFICER IMMEDIATELY ASSIGNED, WHERE CAN THE MARINE REFER?
THE CURRENT EDITION OF MCO 1700.23, REQUEST MAST.
WHERE WILL REQUEST MAST BE SUBMITTED?
: AT THE LOWEST ECHELON AND FORWARDED VIA THE CHAIN OF COMMAND TO THE COMMANDER BEFORE WHOM THE REQUESTER WISHES TO APPEAR.
TO WHO MUST THE REQUESTER OF A REQUEST MAST STATE THE MATTER OF CONCERN?
TO NO ONE EITHER WRITTEN OR ORALLY EXCEPT TO THE OFFICER WITH WHOM THE MARINE WISHES TO REQUEST MAST WITH.
WHENEVER POSSIBLE, WHAT SHOULD BE THE MAXIMUM AMOUNT OF TIME DELAY AT ANY LEVEL FOR REQUEST MAST?
NO MORE THAN 24-HOUR DELAY AT ANY LEVEL.
WHAT MUST THE REQUESTER DO AT THE COMPLETION OF REQUEST MAST?
THE REQUESTER MUST MAKE A WRITTEN STATEMENT REGARDING HIS DEGREE OF SATISFACTION WITH THE OUTCOME.
WHAT MUST THE REQUESTER DO IF THE REQUEST MAST IS RESOLVED AT A LOWER LEVEL THAN WHAT THE REQUESTER ORIGINALLY REQUESTED?
THE REQUESTER WILL MAKE A WITNESSED, WRITTEN STATEMENT IN THE RECORD INDICATING HIS SATISFACTION WITH THE ACTION TAKEN AND HIS WILLINGNESS TO WITHDRAW HIS REQUEST MAST TO A HIGHER COMMANDER.
WHEN MUST A REQUEST MAST BE CONDUCTED BY?
AT THE EARLIEST REASONABLE TIME AND NOT LATER THAN 72 HOURS AFTER SUBMISSION OF THE REQUEST, WHENEVER POSSIBLE. EMERGENCY CASES WILL BE HEARD AS SOON AS POSSIBLE, USUALLY WITHIN 24 HOURS FROM PREPARATION OF THE REQUEST MAST.
WHAT MUST THE REQUESTER OF THE REQUEST MAST WITH A COMMANDING GENERAL SUBMIT?
THE REQUESTER MUST PREPARE A COMPLETE WRITTEN STATEMENTS STATING THE REASONS FOR THE REQUEST MAST. IT MUST INCLUDE A LIST OF WITNESSES WITH A SUMMARY OF THE EXPECTED TESTIMONY OF EACH. IF APPLICABLE, DOCUMENTS TO SUPPORT THE REQUEST MAST MUST BE ATTACHED. THE WRITTEN STATEMENT MUST ALSO INCLUDE A LIST OF PERSONS IN THE CHAIN OF COMMAND WHOM THE REQUESTER HAS SEEN AT REQUEST MAST AND THE ACTION TAKEN BY THESE INDIVIDUALS.
