Is a way to try improve living conditions in lesser Canadian provinces or territories by making the province’s that are able–Alberta, British Columbia, and Ontario–contribute money to provinces with a weaker tax base.
Are well off provinces with a good tax base willing to give money? Why?
No they aren’t willing to give because they are giving money away that could have improved their province.

It is worked out in a complex tax formula
