- 5% of communal land was given to peasants to have own private patches

- 20 million peasants who’d moved to cities due to famine returned.

What shows that Mao still had influence over economic policies?
A
- The third line, a defence strategy due to increasing threat of nuclear war, it moved 482 factories and 92 research institutions to southwest China to get away from threats (didn’t work because of ICBM) = wasteful
- Dazhai a commune which had faced issues from nature rebuilt itself and had impressive production levels, Mao praised this as mass mobilisation and self-reliance, however in truth they received help from PLA + state expenditure to rebuild, this was a secret for propaganda.
