What shows that Mao still had influence over economic policies?

A
  • The third line, a defence strategy due to increasing threat of nuclear war, it moved 482 factories and 92 research institutions to southwest China to get away from threats (didn’t work because of ICBM) = wasteful
  • Dazhai a commune which had faced issues from nature rebuilt itself and had impressive production levels, Mao praised this as mass mobilisation and self-reliance, however in truth they received help from PLA + state expenditure to rebuild, this was a secret for propaganda.
