A rate limiter is a factor that may slow down or restrict the development of a motor skill or physical ability.
Individual, may change over time (growing taller, etc.)
For example, a young child would struggle to do a pushup because their muscles aren’t as strong, limiting their performance and their ability to learn how to do one.
