What did Pitt do before 1789?
He gave the idea of Parliament reform in 1783 which was rejected.
In 1785 he tried to move the votes from the 36 smallest rotten boroughs to London and other counties, and lost with only 174 MPs backing him.
He proposed an extension of the franchise to some copyholders and leaseholders, which would have slightly expanded the electorate but was rejected

In 1792 a shoemaker called Thomas Hardy and chaired by Francis Place, a London tailor, who supported the Radicals in the House of Commons

They wanted votes for all adult men, less tax, more necessities available to the poor, better education, less cramped prisons and better care for the elderly
What was the Sheffield Constitutional society?
This was a group of different people that made and wrote violent publications about the country and made comments on them. These were posted all around the country.
In May 1792 a 10,00 signature document was reported as a national petition for all men to get the vote

A group of younger Whigs created this group to press for constitutional reform.
