3. Commercial blood bank - exists for profit
4. Blood collection unit - recruit and screen blood donors, and collect blood
5. Walking blood donor - list of qualified voluntary blood donors

Imprisonment - 12 years and 1 day to 20 years
Fine - 50,000 - 500,000
or both

2. dispensing, transfusing, and failing to dispose contaminated blood within 48 hours
