What is NRM 1
Provides Structured basis for producing Cost estimates and cost plans
includes guidance on how to describe and quantity measured works, prelims, OH&P, risk and inflation
guidance on benchmark analysis
What is NRM 2
detailed measurement of building works for the purpose of obtaining a tender price (BoQ or Schedule of rates)
What is a BoQ
Bill of Quantities
contract document prepared by QS that provides a specific measurement of items of work identified by drawings and Specifications
What are the Advantages of a BoQ
Saves time and costs for contractors to measure the same thing as PQS
Ensure consistency so tender analysis is simpler
What are the disadvantages of a BoQ
Time-consuming and expensive to produce
Firm BoQ: client takes risk of Quantities
Types of BoQs
Firm BoQ: tender quantities reflecting scope of works - Client risk
Approximate BoQ: tender quantities are approx but accurate enough for contractor to insert rate = contractor risk of quants
What is a schedule of works
Alternative to BQ but do not include quantities, they are ‘without quantities’ instructional lists

What is a Schedule of rates
list of staff, labour and plant hire rates which a contractor lists an hourly rate
When is a schedule of rates used
when the nature of the works is known but cannot be quantified

Gross External Area - Area of building measured externally at each floor level
What does GEA exclude

Gross internal Area - Area of the building measured from the internal face of the external wall at each level
