A

As listed in the JCT Tendering practice note, there are 2 methods:

Alternative 1 - Reject the bid or stick with it.

Alternative 2 - Amend the error or stick with it.

A

Means in good faith i.e. not colluding, they intend to stand by their offer etc.

For the DBFO project, when reviewing the subcontracts, if you saw one that undermeasured works, what would you do? And why?

A

I would point this out to the Main Contractor and query if this was a genuine mistake or if they included the item elsewhere.

If it was a mistake, it is important to point this out as it would protect the subcontractor financially and also protect the Client, it’s also being in the interest of acting fairly and reasonably.

For West Slope, were the flooring packages in line with your estimates?
If they hadn’t had been, what would your advice/next steps have been?

A

Yes, the flooring packages were in line with my estimates.

If they hadn’t been, I would compare the subcontractor’s submissions against each other and against my PTE to compare the market against my estimated costs. If it was a case that my PTE was wrong, I would inform the Client of this and review potential mitigation measures, such as value engineering, to get the project back within budget.

What is a PPP? And how is it different to a negotiated tender?

A

Public Private Partnership

PPPs are often negotiated. The Private party will fund all/a part of the scheme and then get paid back over time, and can take profits from the building for a certain amount of time.

On West Slope Residencies, can you clarify the statement regarding the two stage tender, as you mention is was an open-book negotiation but the main contractor tendered to three sub-contractors? That doesn’t align… can you clarify?

A

The negotiation was ultimately between the subcontractor and main contractor. I liaised with the main contractor to ensure the Client was getting value for money in the tender returns.
