1) Cost certainty
2) Control of design

Are there any existing building considerations when installing a new staircase?
1) Structure
2) Fire safety as the new opening

Why did the Client initially set a budget before you did an estimate? How can this be avoided?
The Client had set a budget as they wanted this to be a target for us to achieve.
This can be avoided by having a more active involvement in the earlier stages of design and advising the Client on the appropriate budget through OCE’s.
Please explain your advice to your Client regarding discounting of Tenderer’s 1 and 3?
I advised my Client that removing the tenderer posed a significant risk to the competitive nature of the tender. I informed them that they could be removing the lowest tenderer or highest quality tenderer from the process.
I acknowledged that they were late, and informed my Client we could keep them in the process to view what their bid would be.
What risks does removing a tenderer present to your Client?
Removing the lowest tenderer.
Removing highest quality contractor.
Damaging relations with the Contractor.
Does removal of feature lighting not represent scope cut?
No, because the Client is still gaining a wall finish, just a different specification which has the same function, achieves the same performance, and has the same quality from the Client’s perspective.
How did the VE post-tender differ to the VE you did pre-tender?
My VE was sufficient pre-contract however the tenders came in overbudget and there was a need for further VE.
How did you act ethically?
I acted with honesty and integrity, regularly communicated with my Client, followed QMS procedures and used standard / best practice templates to ensure quality in the document I produced.
Can you briefly summarise the 3 key lessons you learnt from this project that you would take forward for future projects?
1) When undertaking a competitive tender, it’s essential the competitive nature is maintained.
2) Avoid overlapping design and cost planning.
3) Have a more active involvement in the earlier stages of design when advising on budgets.
When were you engaged on the project, did you not have the opportunity to inform the feasibility stage to inform the budget rather then at Stage 1 or 2?
I was engaged from Stage 1. The Client had set the budget of £205ft2 as a target, I informed them in my OCE that this budget was not sufficient.
Regarding the time constraints due to lease expiry, Could alternative procurement strategies have been considered to mitigate this?
The mitigation methods were:
- D&B Contract
- Negotiated procurement
Although the Client wanted to retain control of the design, and wished to tender go to a competitive tender to get the best possible price.
What VE was considered?
1) Adjusting the layout of glazed partitions
2) Half height tiling in lieu of full height tiling to W/C’s.
3) Vinyl flooring instead of timber to kitchens
Why was the budget different from the market testing?
I implemented target rates for the design team to adjust their spec too.
What other strategies could you have implemented in lieu of the design teams target ceiling finishes?

Talk to me about the increase from Stage 2 Budget to Stage 3 as this increased further, ditto stage 4. Why was this not accounted for? What contingency is used to account for this?
Stage 2 to 3, the increase was largely due to the increase in professional fees and ceiling finishes. Design development risk covered the ceiling finishes, but not the increase in design fees.
What was the difference between Tender 1 / 2 / 3? Why the £ spread…. Where they all complaint? Other than time.
The £ spread was due to them pricing the items differently. They were all compliant, other than tenderer 1 being late.
