Independent Reporting Status (IRS)
(one of the least restrictive classes of offender supervision. IRS is a reduced level of supervision for low risk/needs offenders). Offenders on IRS are not required to report to the office unless otherwise instructed. You are not required to make field contact with an IRS offender. IRS requirements include:
• contacting you by phone during IRS supervision
• mandatory submission of a signed monthly report to you by mail, email, or fax
• when instructed, physically report to a probation office
Placement in IRS
Placement in IRS is at your discretion with approval from your supervisor. Review offender case files for eligibility based upon an offender’s positive adjustment and progress with conditions of supervision. To be eligible, an offender must meet the following Department-approved criteria:
• maintain a minimum supervision level (excluding drug offender probationers or offenders with curfew requirements)
• be self-sufficient, or have low needs
• maintain a stable residence
• have a source of income
• follow a treatment program judiciously, if applicable
• be in compliance with special conditions
• have more than 90 days of supervision remaining
When an offender fails to meet any of the above requirements or transfers to another office after placement on IRS, the offender will automatically return to regular reporting status
Process an IRS
Once you have determined that an offender is eligible for IRS, notify your supervisor for an independent review of an offender case file. Upon gaining approval, complete a Department-approved form that documents changes in offender status.
Forward the completed form to support staff for data entry in OBIS. It is your responsibility to verify in OBIS that an offender’s IRS change is complete and accurate. Instruct the offender regarding IRS reporting requirements and the consequences of not meeting these requirements by providing a signed copy of the IRS Instruction Letter
