Contact Standard Changes

A

Entering information changes in OBIS may affect an offender’s contact standard requirements. Changes in supervision level, type, or status because of change to the offender information in OBIS, may affect the contact standard. Common factors that may change an offender supervision level can include:

• employment status
• monthly financial obligation status
• supervision, prison, and violation history
• violation due to new criminal offense
• violation due to positive urine screen
• violation due to non-compliance with treatment
• violation due to contact with victim when prohibited
• completion of special conditions
• officer override (based on officer discretion)

Ensure that any information you enter in OBIS is accurate and complete, as it may have an impact on offender supervision level, type, or status, case management responsibility, and your supervisor’s actions

Reduced Reporting Contact Standard Requirements

A

When the sentencing authority or Department grants an offender reduced reporting to Quarterly, Semiannual, Annual (QSA), or Mail-In Cases (MICs), the reporting requirements can include:

• no contact required
• continue offender employment and residence verifications
• offender written and signed report submitted monthly
• offender payment for supervision collected as per schedule

Suspension of Contact Standard Requirements

You may suspend the contact standard requirement, with a supervisor’s approval, if an offender is:

• unavailable for supervision
• unable to report to a probation office
• placed in Independent Reporting Status (IRS)

A

With a supervisor’s approval, an offender’s contact standards could change if graduated incentives are used to promote positive compliance, such as:

• up to 25% reduction of required community service hours
• waiver of supervision fees

• transfer of an eligible offender to administrative probation

Reviewing OBIS Screens

A

Frequent monitoring of OBIS for changes based on new offender information is critical in managing your caseload effectively. Review the following screens regularly.

• The Offender Case Review screen captures information from multiple screens to address deficiencies and needed action. It provides a contact summary that identifies whether you are meeting all offender contact standards. This screen also displays OBIS-generated supervision categorizations, grouping offenders based upon supervision type.

• The Officer Caseload screen maintains an active listing and count of your offenders on supervision categorized by type, status, location, and level. The information on this screen is a compilation of data from various OBIS intake screens.

• The Offender Contact screen lists your contact standards with offenders under your supervision to include any outstanding contact standards
