EG the health and safety act aims to protect workers in modern offices and old factories together, even though issues are different.

various stages which take a lot of time. There have been many bills which have never turned into acts because P had run out of time.

A
Government have a lot to deal with, so less important matters like law changes are pushed back. EG in 1993, LC recommended change in the 1861 OAPA, but the government still hasn’t done anything.

A
Government are part of the HOC , so are both executive and legislature. Between 2016 and 17, 25 of 28 public bills put forward were given royal assent, only 8 of 163 private members bills were.
