Define a “plan” according to “planning and urban design standards”
an adopted statment of policy in the form of text maps and graphcis use to guide public and privation actions that affect the future

esblishes (typically a gov’t’s) policies for the long term future development of land under their control, usually 20 to 30 year period

speculative plans illustrate how policy goals mgiht be translated into built environment, CIPs or zoning ordinances
“speculative plans” often outline programs for implementation, called “implementation programs” to be achieved within certain time frames,
1-3 years short term
4 to 10 medium
11 to 20 plus long term

What is a regional plan? How is it different from a comprehensive plan?
How can region be defined?
Regional plans have same intent as comp plans (establish policies to guide long term development) BUT they cover multiple areas that cross more than one gov’t unit
region may be defined as watershed, transporation network, or some other unifying or coherent framework)

also used for planning long term development but typ focus on three dimensional designs - most concerned with issues that can’t be addressed in 2d plans
