What happened after the Tsar abdicated to the government?
The radicals and revolutionaries started a government called the Petrograd Soviet and the Duma became the provisional government.
How was the Provisional Government created?
It was made by the Duma as a temporary government until the first election came, but was blessed by the Grand Duke Michail his powers and was under Prince Lvov, a wealthy aristocrat and leader of the Zemstvo
How was the Petrograd Soviet created?
They formed because workers, soldiers and peasants believed the PG was too tainted by the aristocracy and wouldn’t help the citizens, so they became their own government and self- appointed the members
Who did the Provisional Government appeal to?
It mostly aristocrats, the middle class and influential members. Many Kadets and moderates
Who did the Petrograd Soviet appeal to?
It appealed to mostly radical socialists, Mensheviks and social revolutionaries.
Many were sailors, workers, soldiers and peasants.
Some Bolsheviks and social democrats.
What did the Petrograd Soviet want?
Equal rights for everyone regardless of race, nationality and religion
Freed political prisoners
Had the idea of a secret ballot for voting
Freedom of speech and publication
Win the war, because they were still Britain and Frances allies
Restore order in the countryside with deserters
What did the Provisional Government want?
To end the war as soon as possible
Wanted people in the country to go against the laws and establish their rights.
To protect workers rights

What was the ‘Order No 1’ law?
The people did what the Provisional government wanted, unless the Soviet disagreed with it
Why was the Duma in paralysis?
Citizens were told 2 conflicting ideas from both governments, such as war
Provisional government wanted to wait for an election before it decided anything, so it didn’t get anything done.

What did the Soviets think of Lenin’s return?
Most soviets were glad because he was a leader and charismatic so could spread the message to the citizens.
Some thought that he was out of touch and didn’t understand the revolution and would sabotage it
What did the Provisional Government think of Lenin’s return?
They were worried because he was a radical and thought his ideas would affect their power and that he could overthrow them in the name of their cause.
What did the Mensheviks think of Lenin’s return?
Most thought he would change their policies and provoke a right-wing reaction, and would cause many problems for the party
What did some Bolsheviks think of Lenin’s return?
Some Bolsheviks didn’t want him back because he was seen to be out of touch and didn’t know what they went through in the revolution and couldn’t help Russia as it was

Why was it significant that Lenin returned by German help?
It may be seen as traitorous as Russia was allies with France and Britain, both of which were fighting the Germans.
Why did Germany want Lenin to return to Russia?
Germany thought Lenin would keep Russia occupied and take it out of the war so he can focus the soldiers onto France
What common Soviet idea did Lenin disagree with?
Lenin didn’t think that the country needed to go through the ‘bourgeoisie stage’, where the middle class get their votes then the poor and working class
How many Bolsheviks were in the Soviet government?
40 representatives in the Soviet Government, with 23,000 members
How did Lenin arrive back to Russia?
In a sealed train from his exile in Switzerland by the Germans
