An occurrence that is associated with the operation an aircraft and takes place between the time a person boards the aircraft with the intention of flight and such time as all such persons have disembarked and the engine or any propellers or rotors of the aircraft have come to rest which results in a person being fatality or seriously injured
Accident
What events would be categorized as an accident?
(a) A person is fatally or seriously injured as a result of:
i) being in the aircraft
ii) direct contact with any part
of the aircraft
iii) direct exposure to jet blast
(b) aircraft sustains damage or structural failure that
i) adversely affects the
structural strength,
performance, or flight
characteristics of the aircraft
ii) AND, would normally
require major repair or
replacement of the affected
component
(c) the aircraft is missing or completely inaccessible
What “occurrences” are NOT categorized as an accident?
Engine failure or damage that is limited to the engine, its cowlings or accessories, or damage limited to propellers, wing tips, rotors, antennas, tyres, brakes, fairings, small dents or puncture holes in the aircraft skin
Any defined area of land of water intended or designed to be used either wholly or partly for the landing, departure, movement, and servicing of aircraft (includes buildings, installation and equipment on or adjacent to any such area used in connection with the “defined area”
Aerodrome
An air traffic control service provided for the control of aerodrome ground traffic
Aerodrome Control Service ( i.e. Ground Control)
A service provided for the purpose of giving advice and information useful for the safe and efficient conduct of flights in the vicinity of an aerodrome
Aerodrome Flight Information Service
All traffic in the maneuvering area of an aerodrome, AND all aircraft flying in the vicinity of an aerodrome
Aerodrome Traffic
Pattern flown by aircraft operating in the vicinity of an aerodrome
Aerodrome Traffic Circuit
“Service” established within the defined area of coverage responsible for the provision of aeronautical data, and aeronautical information necessary for the safety, regularity, and efficiency of air navigation
Aeronautical Information Services
Any flight performed by an aircraft for the transport of passengers, mail, or cargo for hire or reward, whether regular or casual
Air Service
All aircraft in flight or operating on any manoeuvring area of an aerodrome
Air Traffic
A service provided for the purposes of preventing collision between aircraft, AND between aircraft and obstructions on any maneuvering area; to expedite and maintain a safe and efficient flow of traffic
Air Traffic Control (ATC) Service

Alerting Service
An air traffic control service provided for controlled flights in controlled airspace
Area Control Service
In the context of the medical provisions of Part 67, means a physician appointed by the Director, qualified and experienced in the practice of aviation medicine and competent in evaluating and assessing medical conditions of flight safety significance
Aviation Medical Assessor
Any flight that is provided with or required by rules made under the Civil Aviation Act to make use of an air traffic control service
Controlled Flight
A person employed, engaged or contracted by the aircraft operator and trained and assigned for duty by that aircraft operator
Crew Member
A person who is for the time being the Director of Civil Aviation appointed under Section 37 of the ACT
Director
An occurrence, other than an accident, that is associated with the operation of any aircraft and affects or could affect the safety of operation
Incident
The Civil Aviation Act No. 2000 as amended
The ACT
An aircraft operation in which an aircraft is used for specialized services such as agriculture, construction, photography, surveying, observation and patrol, search and rescue, aerial advertisement
Aerial Work
A unit established to provide ATC services to aerodrome traffic
Aerodrome Control Tower
An aircraft that is in sustained inverted flight or is rolled upright to inverted or from inverted to upright position OR maneuvers such as rolls, loops, spins, upward vertical flight culminating in a stall turn, hammerhead or whip stall
Aerobatic Flight
The movement area at an aerodrome and its associated strips and safety areas AND any ground installation for the safety of aircraft operations
Aerodrome Operational Area
An airspace of defined dimensions established around an aerodrome for the protection of aerodrome traffic
Aerodrome Traffic Zone
A notice containing information that does not qualify for the origination of a NOTAM or for inclusion in the PNG AIP, but which relates to flight safety, air navigation, technical, administrative or legislative matters
Aeronautical Information Circular
Issued by, or with the authority of a State, and contains aeronautical information of a lasting character essential to air navigation
Aeronautical Information Publication (AIP)
Power-driven heavier-than-air aircraft deriving its lift in flight chiefly from aerodynamic reactions on surfaces which remain fixed under given conditions of flight
Aeroplane
“Service” designated for publication and distribution of the PNG Aeronautical Information Publication (AIP)
AIP Service
Temporary changes to information contained in the PNG AIP provide by means of special pages
AIP Supplement
Any of the following groups of aircraft: aeroplane, helicopter, glider, and balloon
Aircraft Category
Manual referenced in the airworthiness certificate
Aircraft Flight Manual
All installed radio equipment including antennae, indicators, controls, interconnecting cabling, and wiring into the aircraft electrical system AND all portable emergency radio equipment required to be carried by Part 91
Aircraft Radio Station
The movement area of an airport, adjacent terrain, and buildings or portion thereof, access to which is controlled
Airside
Area control centre, an approach control unit, or and aerodrome control tower
Air Traffic Control Unit
Issued by the Director under Part 21, Subpart F, OR issued by the competent authority of the State of Registry
Airworthiness Certificate
A mandatory airworthiness requirement issued under Part 39 that specifies modifications, inspections, conditions, or limitations to be applied to an aircraft or aeronautical product to ensure continued safe operating conditions
Airworthiness Directive
Vertical distance of a level, a point, or an object considered as a point, measured from sea level
Altitude
Status of an aircraft, engine, propeller or part when it conforms to its approved design and is in a condition for safe operation
Airworthy Condition
Area on a land aerodrome intended to accommodate aircraft for the purpose of loading and unloading passengers or cargo, refueling, parking, or maintenance of aircraft
Apron
Unit established to provide ATC service to controlled flights in control areas under its jurisdication
Area Control Centre (i.e. ARTCC, center)
Authorization for an aircraft to proceed under conditions specified by an air traffic control unit
ATC Clearance
Directive issued by ATC for the purpose of requiring a pilot to take a specific action
ATC Instruction
A unit established to provide one or more air traffic service
ATS unit
A medical practitioner appointed under Part 67.05
Aviation Medical Assessor
Any property carried on an aircraft other than mail, stores and accompanied or mishandled baggage
Cargo
Height above ground or water of the base of the lowest layer of cloud below 20,000 feet covering more than half the sky
Ceiling
An organization issued with a certificate under rule made under the ACT
Certified Organization
A fuel with a flashpoint below 23 degrees Celsius and has an initial boiling point (IBP) of a maximum of 35 degrees, and includes petrol-based products (aviation gasoline)
Class 3.1A Fuel
The point to which an aircraft is granted an ATC clearance
Clearance Limit
A defined rectangular area on the ground at the departure end of the runway under the control of the aerodrome operator or authority controlling the area selected as a suitable area over which and aeroplane may make a portion of its initial climb to a specified height
Clearway
An aircraft operation involving the transport of passengers, cargo or mail for remuneration or hire
Commerical Air Transport Operation
A controlled airspace extending upward from a specified limit above the earth
Control Area
Airspace of defined dimensions within which an air traffic control service is provided to control flights
Controlled Airspace
Instruction for the purposes of familiarization in the operation of aircraft for which a type rating is required; does not include instruction or supervision of student pilots nor instruction for the purposes of familiarization in respect of conversion from fixed wing to rotary wing aircraft or vice versa
Conversion Instruction
A licensed pilot, serving in any piloting capacity other than as pilot in command, but does not include a pilot receiving flight instruction
Copilot
A flight between a point of departure and a point of arrival following a pre-planned route using standard navigation procedures
Cross-country
A level maintained during a significant portion of flight
Cruising Level
Articles or substances which are capable of posing a risk to health, safety, property or the environment
Dangerous Goods
Hours between the beginning of morning civil twilight and the end of evening civil twilight
Day
Any passenger whose physical, medical, or mental condition requires individual attention not normally extended to passengers
Disabled passenger
Any writing on any material; any information recorded or stored by means of tape recorder, computer, or other device AND any material subsequently derived from information so recorded or stored; any book, map, chart, plan, graph, drawing; any photo, film, negative, tape, or other device in which one or more visual images are embodied
Document
Flight time during which a person is receiving flight instruction form a properly authorized pilot
Dual Instruction Time
Minimum quantity of fuel required to provide a margin to secure the safe completion of a flight in the event of any unplanned maneuvering in the vicinity of the destination or alternate and in ordinary circumstances remains on board until the completion of the landing
Final Reserve Fuel
A person who satisfies the fit and proper person test specified in the ACT (Section 50, pg. 38)
Fit and Proper Person
A flight plan that establishes a flight watch over the aircraft and initiates emergency action in the event of a missed report or non-arrival within a specified time frame
Flight Following Flight Plan
A service providing a flight watch over an aircraft, which initiates emergency action in the event of a missed report or nor-arrival of the aircraft within a specific time frame
Flight Following Service
Instruction in the control of aircraft in basic and advanced flight maneuvers; includes instruction in respect of conversion from fixed wing to rotary wing and vice versa
Flight Instruction
Airspace of defined dimensions within which flight information services and alerting services are provided
Flight Information Region
A surface of constant atmospheric pressure that is related to a specific datum, hPa (1013.2 mb), and is separated from other such surfaces by specific pressure intervals
Flight Level
An approved manual associated with the certificate of airworthiness; contains limitations of airworthiness, instruction and information necessary to the flight crew members for the safe operation of the aircraft
Flight manual
Information provided to an ATS unit or flight following service relative to an intended flight, or portion of a flight, or an aircraft
Flight Plan
The total time from the moment the aircraft first moves under its own power for the purpose of taking off until the moment it comes to rest at the end of the flight
Flight Time
Pitch, roll, yaw and engine power which can be operated from each pilot station
Fully Functioning Dual Controls
An aircraft operation other than a commercial air transport operation or an aerial work operation
General Aviation Operation
A heavier-than-air aircraft supported in flight chiefly by the reactions of the air on one or more power-driven rotors on substantially vertical axis
Helicopter
An aerodrome or a defined area on a structure intended to be used wholly or in part for the arrival, departure, and surface movement of helicopters
Heliport
The vertical distance of a level, a point, or an object considered as a point, measured from a specified datum
Height
Helicopter flight at a constant height and position over the surface
Hover
ICAO
International Civil Aviation Organization
Meteorological conditions expressed in terms of visibility, distance from clouds, and ceiling less than the minima specified for visual meteorological conditions
Instrument Meteorological Conditions (IMC)
Instrument flight time and time during which a pilot is practicing simulated instrument flight on an approved mechanical device
Instrument Time
A person’s state as a result of a blood-alcohol content greater than 0.02
Intoxicated
A service provided within Class F airspace to ensure separation, as far as practical, between aircraft that are operating on IFR flight plans
Air Traffic Advisory Service
A fuel with a flashpoint above 23 degrees Celsius but at or below 60 degrees Celsius and includes kerosene-based products (aviation turbine grade fuel)
Class 3.1C
In relation to an aeronautical product or a product or component, means the instructions for continued airworthiness to include finite lifetime or a recommended or mandatory overhaul time
Lifed
The performance of tasks on an aircraft, engine, propeller, or associated part required to ensure the continuing airworthiness, including any one or combination of overhaul, inspection, replacement, defect rectification, and embodiment of a modification or repair
Maintenance
That part of an aerodrome to be used for the takeoff and landing of aircraft and for the surface movement of aircraft associated with these actions; does not include areas set aside for loading, unloading or maintenance of aircraft
Maneuvering Area
A program that is contained in a maintenance manual or the instruction for continued airworthiness published by the manufacturer as required by the certificating authority for the aircraft, engines, propellers, rotors, appliances, emergency equipment, and parts
Manufacturer’s Maintenance Program
That part of an aerodrome intended to be used for the takeoff and landing of aircraft, and for the surface movement of aircraft, and includes the maneuvering area, maintenance areas, and aprons.
Movement Area
The hours between the end of evening civil twilight and the beginning of morning civil twilight
Night
A notice distributed by means of telecommunication containing information concerning the establishment, condition or change in any aeronautical facility, service, procedure of hazard, the timely knowledge of which is essential to personnel concerned with flight operations
NOTAM (Notice to Air Missions)
Means fully functional, calibrated, and meeting the applicable airworthiness requirements
Operable
To fly or use the aircraft, or to cause or permit the aircraft to fly
Operate
The certificate holders plan for the safe conduct of the flight, based on considerations of aircraft performance, other operating limitations, and relevant expected conditions, on the route to be followed
Operational Flight Plan
Any person lawfully entitled to the possession of the aircraft for 28 days or longer
Owner
A person carried on the operation other than a crew member
Passenger
The pilot designated by the operator as being in command and charged with the safe conduct of a flight
Pilot in Command
The pressure set on the subscale of the altimeter so that the instrument indicates its height above sea level.
QNH
An authorization entered on, or associated with, a license, certificate, or logbook, stating special conditions, privileges, or limitations relating to the license or cerificate
Rating
Information issued by a meteorological office concerning the occurrence or expected occurrence of specified en-route weather phenomena that may affect the safety of aircraft operations
SIGMET Information
Operation over the surface of an aerodrome with a height band associated with ground effect and at speeds associated with air taxing
Hover Taxi
The total weight of passengers, baggage, and cargo
Traffic Load
In relation to the certification, what term identifies aircraft, aircraft engines, or propellors which are similar in design
Type
In respect of a license, rating, or medical certificate, means the document has been issued in accordance with the Civil Aviation Rules, and is not expired, suspended, or revoked
Valid
The ability, as determined by atmospheric conditions and expressed in units of measurement, to see and identify prominent unlighted objects by day and prominent unlighted objects by night
Visibility
Meteorological conditions expressed in terms of visibility, distance from clouds, and ceiling equal to or better that specified minima
Visual Meteorological Conditions (VMC)
An act or attempted act that jeopardizes the safety of civil aviation or air transport.
Unlawful Interference
A pre-arranged time nominated or indicated by a pilot for the initiation of Search and Rescue (SAR) action if their aircraft is overdue
SARTIME is an abbreviation for ‘search and rescue time’ or ‘time search action required’

Manual containing essential information for air navigation within Papua New Guinea, including local regulations, procedures, and details about airports and airspace, necessary for pilots to operate safely in the region.
What must a person’s blood-alcohol content register to be considered intoxicated?
A blood-alcohol content greater than 0.02
