A constable may search:
- Any person or vehicle
- Anything which is in or on a vehicle
For
- Stolen items
- Prohibited articles
- Articles with blades or points
- Fireworks
- Items that could cause criminal damage
And detain that person or vehicle to conduct the search, in a public place to where the public have implied right of access

Arrest without warrant
A PC can arrest anyone who is, or who you have reasonable grounds to suspect, is committing or is about to commit an offence.
But
- Arrest must be necessary
- Must have reasonable suspicion
- Must be informed that they are under arrest
- Must make a record of the arrest
