- sometimes share power
- a system in which power is divided between the national and state governments

- expressed: powers directly stated in the Constitution (coin money, declare war, regulate trade, establish federal courts)
- implied: not specifically listed in the Constituion

- article 1 section 8
- “congress shall… make laws which shall be necessary and proper for carrying out… powers vested by this constitution..’ (control immigration)

A
- have reserved powers
- reserved powers: although constitution does not spell out these powers it does state
- Powers not delegated to the United States by the Constitution, are granted to the states”
- example: elections and schools

A
- examples: collect taxes, borrow money, spend for general welfare, enact and enforce laws
