GROUND OPERATIONS WITHOUT PASSENGERS (FSIM 3.3.1)

Describe the safety requirements :

A
  • Only crew members,, ground handling staff, cleaners and technical staff may be onboard
  • Exits may be blocked by and de/fuelling may be in progress
  • APU could be running.
  • Stairs or a boarding platform must be in place at least at one of the open exits. Where a boarding bridge is in use, an interior access path is maintained from the aircraft to the terminal or onto the ramp.
  • No specific other clear areas are required.
  • Each person on board must be prepared for a quick disembarkation via the available exits in case of an emergency.

GROUND OPERATIONS WITH PASSENGERS (FSIM 3.3.2)

Describe the safety requirements :

A

Exits:
-At least at one passenger door with passenger boarding or clear area. Where a boarding bridge is in use, an interior access path is maintained from the aircraft to the terminal or onto the ramp.
-Ground equipment shall be positioned to allow the use of at least one additional exit for safe and rapid evacuation in the event of an emergency, preferably at the opposing end of the cabin.
Number of cockpit crew and positions:
-At least one qualified cockpit crew member should be in the cockpit.
Number of cabin crew and position:
-E175/E190 = 2 of which at least one is a Senior CA.
-During boarding the Senior CA will remain in the vicinity of the forward passenger door. Another CA will remain in the vicinity of the aft doors.
-Cabin crew are free to move through the cabin as soon as all passengers are seated and access to the doors is unobstructed.

RE/DEFUELLING WITH PASSENGERS EMBARKING,

ON BOARD OR DISEMBARKING (3.3.3.)

A

Safety precautions
Two assigned doors must be available for immediate evacuation, by means of a
clear area or a boarding device,
The minimum required cabin crew must be on board the aircraft and be prepared
for an immediate emergency evacuation by remaining at their assigned
doors/exits as stated above as long as (de)fuelling is in progress,
Ground service activities and work inside the aircraft, such as catering and
cleaning, are conducted in such a manner that they do not create a hazard,
Cabin aisle must be unobstructed,
‘Fasten Seat Belt’ sign must be off; ‘No Smoking’ sign must be visible or on.
Communications
All crew, ground staff and passengers will be warned that re/defuelling will take
place:
Two way communication shall be established and maintained between the fuel
operator or (ground) personnel supervising the ground handling and qualified
cockpit crew on board the aircraft, either visually, aurally (e.g. via the a/c
interphone system) or any other means deemed suitable and agreed by all
parties concerned,
The cockpit crew will inform the cabin crew that (de)fuelling is in progress,
The cabin crew will inform the passengers that (de)fuelling is in progress,
passengers are instructed to unfasten their seatbelts and refrain from smoking;
compliance is checked regularly.
The fuel speech from the PAS-booklet shall be announced repeatedly.
Clear area
A clear area shall provide enough space for slide deployment and a passenger
evacuation path.
Ground staff shall provide an unobstructed, ready escape route by either:
One passenger boarding device plus one clear area or
Two passenger boarding devices, or
Two clear areas (re/defuelling after doors closed only).
Over wing exits are not floor level exits and are therefore not allowed as alternative.
All passenger doors are assigned doors.
NOTE:
In case only PRM passengers are on board the aircraft, an Ambulift is considered a passenger boarding device on one of the assigned doors.

Describe level 1 Unruly passenger
A

Level I

  • Initial occurrence of unruly behaviour
  • Behaviour can be explained (overbooking, delayed flight, etc.)
  • Staff/Crew interacts with passenger upon which the unruly behaviour stops
  • Never relay information individually to next crew, except at intermediate stops when passengers stay on board.

Seemingly of unsound mind

Continuation of Level ll behaviour
Criminal offence against a crew member
Flight Safety threatened
Damage to KLM property
INCLUDING:
Physical contact with violent intentions (pushing, hitting etc.)
Unauthorised possession of weapons or contraband
Any breach of security (bomb threat, hijacking)
Member of the basic cockpit crew leaves the cockpit to resolve the situation
