A
- He creates a Duma/parliament
- He grants a constitution
- He grants civic freedoms eg. freedom of speech, freedom of association
- Political parties and trade unions are now legal

A
Autocracy cannot exist side by side with a parliament as his power is supposed to be unlimited
Eg. A constitution would be above the Tsar so an autocrat can’t have a constitution
