- This would have almost been a constitutional monarchy if he had accepted it
- If he had accepted this he would satisfy his opponents, broadened support for the regime
- The main reason positive for if he had accepted this is that this government of public confidence could have accepted blame
- However his rejection of this meant he placed all of the responsibility on himself
