In 1903, the ‘Union of Liberation’ is formed and, led by Pyotr Struve, it believed in gradual change

A
- He wants trade unions and political parties to be legal
- He also wants a constitution and parliament (elected national assembly = Duma)
- He wants this all through peaceful means
