Grand Duke Mikhail relinquishes his authority (given to him by the Tsar when he abdicated) to the provisional committee (which became the provisional government) as he didn’t want to be Tsar

They say they are provisional until there are elections for a constituent assembly

Soviet passes the order No. 1:
It says that the orders of the provisional government should only obeyed if they do not conflict with the orders of the soviet
Why don’t the Petrograd Soviet overthrow the Provisional Government and wimps out in Feb and July?
They don’t because they are afraid that if they seize power, there will be a counter revolution (high command of army still support Provisional Govt)
