economic doctrine that has had major influence on educational policy

What is the new right?
conservative political view that incorporates neoliberal ideas
believe state can’t meet needs of people
need marketisation of education

both believe some naturally more talented than others
favour meritocratic principles
education should serve needs of economy by preparing young people for work

Why don’t new right believe current education system is working?
takes ‘one size fits all’ approach which disregards local needs
unresponsive and inefficient
schools that waste money don’t get good results and not answerable to consumers (low standard and less qualified workforce)
What is the solution to making education system better?
marketisation of education - drive up competition between schools give choice to consumer and drives up standard

What do Chubb and Moe say?
believe state run education in America is failing because it has not created equal opportunity and fail disadvantaged groups
What research did they do and what did they find?
conducted on about 60,000 pupils from low income families in 1015 state and private schools
found pupils from low income families do about 5% better in private
What did Chubb and Moe believe based on their research findings?
believe a free market system within state schools where parents get control would mean driving up standards and meeting needs
What system did Chubb and Moe propose and what was it?
voucher system
each school given voucher to ‘spend’ on child’s education
means schools forced to compete to try and attract consumers as it would be main source of income
(already work in private)
What two key roles do new right think state schools should have?
impose framework on schools that needs to be completed e.g publish league tables to give parents more information
state should ensure shared culture e.g single national curriculum for single culture heritage
What does single culture heritage do?
oppose multicultural education
should teach British literature and Christian worship (national religion)
affirm national identity
