What do Chubb and More argue about consumer choice?

A

The lower classes, ethnic and religious minorities and rural communities have been badly served by state education. It has failed to create equal opportunities and therefore is not meritocratic
State education is ineffective because it fails to porch pupils with the skills needed by the economy
Private schools deliver higher quality education because, unlike state schools they are answerable to paying customers - the parents
