Disaster Management
- Requires an interdisciplinary, collaborative team effort of agencies & individuals to develop a plan
- Developing an effective disaster plan
> communities can respond more quickly, effectively, & w/ less confusion if efforts needed in the event of a disaster have been anticipated & plans for meeting them identified
> ensures tht resources are available
> delineates roles & responsibilites of all personnal & agencies, both official & unofficial
Prevention Stage
Occurs before a disaster is imminent, aka nondisaster stage
Preparedness & Planning Stage
Continuous process, the plan changes w/ circumstances or when gaps are identified during drills of from actual disaster incidents
Response Stage
Begins immediately after disaster incident occurs; includes shelter in place, evacuation, search & rescue, staging area (on-site incident command station), & disaster triage
Recovery Stage
Begins when the danger from the disaster has passed & all local, state, & federal agencies are present in the area to help victims rebuild their lives & community restore public services
Disaster Triage
Triage: identify & separate individuals quickly according to injury severity & treatment needed; disaster triage focuses on sorting the greatest # of ppl as fast as possible; :do the greatest good, for the greatest #, in the shortest time”
START Triage System
- “simple triage & rapid treatment”
- Used in multicasualty or mass casualty incident
- Triage of injured person should occur in less than 1 min based on resps, perfusion, & mental stat
- Describes how to use ppl w/ minor injuries to help
- Person is tagged w/ a colored triage tag
- Following triage, victims are moved to treatment area
Green Triage Tag
- Minor
- Walking wounded; minor injuries: status unlikely to deteriorate over days
Yellow Triage Tag
- Delayed
- Transport can be delayed; includes serious & portentially life-threatening injuries, but status not expected to deteriorate significantly over several hrs
Red Triage Tag
- Immediate
- Can be helped by immediate intervention & transport; requires medical attention w/in mins for survival (up to 60); includes compromises to pt’s airway, breathing, circulation
Black Triage Tag
- Expectant
- Victim unlikely to survive given severity of injuries, lvl of available care, or both
Hazmat Tag
Contaminated
Psychological Triage
- 4 keys to gauging mental hlth impact:
> extreme & widepsread property damage
> serious & ongoing financial problems
> high prevalance of trauma in form of injuries, threat to life, & loss of life
> when human intent caused the disaster - In addition, panic during the disaster, horror, separation from family, & relocation or displacement may play a part
Local Government (1st Responders)
Responsible for safety & welfare of its citizens
State Government (Office of Emergency Management)
Involved when a disaster overwhelms the local community’s resources
