Shortage of Affordable Housing
> considered affordable if it costs no more than 30% of income
> HUD operates programs tht provides financial housing assistance to low-income families; the demand for these programs has far exceeded the supply -
Income Insufficiency
> w/ the lack of affordable housing & insufficient income, ppl have to spend much of their income on rent, leaving w/out adequate resources for other necessities; food, clothing, hlth care - Inadequacy & Scarcity of Supportive Services
- these factors contribute to homelessness rather than cause homelessness

> Individuals and families who will imminently lose their primary nighttime residence

A
- Literally homeless

Individuals & families who lack a fixed, regular, & adequate nighttime residence meaning:
> has a primary nighttime residence tht is public or private and not met for human habitation
> living in a publicly or privately operated shelter designated to provide temporary living arrangements (including shelters, transitional housing, and hotels & motels paid for by charitable organizations or by federal, state, and local programs)
> exiting an institution where he/she has resided for 90 days or less and resided in an emergency shelter or place not meant for human habitation immediately before entering the institution
