Location of band or belt:
–usually present above 1st, 2nd, 3rd floors–maybe only 1 or any combination of these floors

  • USUALLY present below windows of any of the TOP 3 FULL FLOORS (any combination ), these bands may be on OTHER Floors as well
  • the LOWER one, two or 3 floors may have a DIFFERENT COLOR OR TYPE OF BRICK OR BE CONSTRUCTED OF LIMESTONE BLOCK

**PRESENCE OF HORIZONTAL BANDS OR BELT COURSES IS SINLGE BEST CHARACTERISTIC DESIGN FEATURE TO IDENTIFY THESE BUILDINGS…DESIGN FEATURE WILL BE PRESENT ON BUILDING WALL FACING THE STREET (non street facing wall typically uses plain brick)

  • these buildings will have INTERIOR WOOD FRAMING AND STEEL CHANNEL RAILS (may be frame out with wood )
  • poorly stopped openings/renovations
  • DUMBWAITER SHAFTS /COMPACTOR CHUTES

  • two or more apt combined
  • some may have 30 or more rooms/thousands of square feet
  • 2 apts. made from one large apt.(apt. service entrance will be in vicinity of kitchen)..apt. service entrance may also lead to hallway or vestibule leading to kitchen smaller rooms( originally living quarters for staff)

FIRE STAIR

A
  • acts essentially as a fire escape inside of the building
  • separate fire rated enclosure (terra-cotta, cement block, non combustible material )
  • entry may be in lobby/street or cellar
  • terminate at roof bulkhead or penthouse terrace
  • many times these stairs are accessed through an apartment (occasionally accessed off public hall )

ENCLOSED STAIR..

A
-separated from an apartment door by a FIRE RATED DOOR 
TWO TYPES:
1. stairway of standard width separated from all apartments via FIRE RATED DOOR leading to a public hallway or vestibule ...may or may not contain a standpipe ..found in newer class 1 high rise res.
  1. ENCLOSED FIRE STAIR ..- a fire stair separated from all apartments via a fire rated door leading to public hall or vestibule , usually does not contain s standpipe , may be located off the main public hall or accessed through and apartment

OPEN STAIRS..

A

-any stairway where there is no fire rated door between the apartment door and the stair
5 most common types:
1. service stair -usually contains standpipe, service elevator and doors to apartments …these doors are typically NOT the main entrance to the apt.

  1. Primary open stair-used as primary stairway , usually leads to front entrance doors of apartment..resemble typical open stairs found in a tenement …usually end at bulkhead on roof, but occasionally terminate on top floor
  2. OPEN FIRE STAIR - open fire stair generally have 2 doors serving separate apartments in a building or wing of a building …some contain only one door serving single apartment ..typically do not have standpipe..MOST COMMON STAIR ENCOUNTERED
  3. shared fire stair - shared by apartments in 2 separate wings…creating additional crossover and potential for fire/smoke spread
  4. Stair separated from the public hall or vestibule that also contains one or more apartment doors in the stairwell ..usually secondary means of egress from the apartments, however, rare exception is the only door to apartment /room…may contain standpipe

  • may be small and OPEN DIRECTLY INTO APTS
  • SERVICE ELEVATORS OFTEN PROVIDE ACCESS TO STANDPIPE AND STAIR AREAS
  • SERVICE ELEVATORS MAY NOT HAVE FIREMAN SERVICE (mentioned in LOFTS)

IF MEMBERS encounter occupants evacuating from upper floors, these occupants should be instructed to REMAIN IN THEIR APARTMENTS, with their doors closed…if removal is necessary (overcome, panic), COMMUNICATE WITH IC AND 1ST TRUCK OFFICER

1ST ENGINE/1ST LADDER must communicate to ensure all members on the scene are aware of which entrance door operations are being conducted from (apartment entrance door…lots of time there are 2 doors )…communicate to IC/FIRE SECTOR, all members on fire floor and floor above

-apt below may be needed to flake out line or STAGE UNITS

IF buildings contains open and enclosed stairs, consideration give to leaving ENCLOSED STAIRS FOR EVACUATION WHEN POSSIBLE , this may include connecting to standpipe in enclosed stair on floor below, and then using open stair to attack fire .

2 1/2” from standpipe outlet or 2 1/2” from APPARATUS

  • difficulties with removing PRD, etc. ..must be communicated to 1st engine/1st ladder
  • more than 3 lengths of hose may be required, enter into CIDS

3RD ENGINE MAY NEED TO ASSIST WITH 1ST LINE (notify IC AND 4TH ENGINE OFFICER )

  • typically 3rd and 4th team up
  • if a second apartment entrance is present and the 1st line may be endangered by fire venting from this door, second line may need to be stretched to this location to protect the advance of first line

LADDER OPS..

A
  • unused elevators without fire service…called to lobby and CHOCKED OPEN
  • elevator open directly into apts. or isolated vestibules with no access to stairways should be AVOIDED IF POSSIBLE

In ISOLATED roof building with open stairs, first ladder will need to coordinate apartment entry with roof and floors above access

A

-OPEN STAIRS providing only roof access:
if OFFICER believes roof access is feasible:
assign 2 members to vent roof (1st and 2nd roof or 1st roof and MEMBER OF FE TEAM )
-DOOR CONTROLLED UNTIL MEMBERS VERIFY ARRIVAL ON THE ROOF, BULKHEAD CLOSED AND AREA OF REFUGE ATTAINED
-if door control cannot be maintained , communicate to members going to roof

A

-FIRE escapes may be available to effect removal of trapped occupants, in any instance where the OUTSIDE VENT OPERATES ON THE EXTERIOR OF THE BUILDING , FIRST LADDER OFFICER MUST BE INFORMED

  • anticipate elevators not equipped with fireman service, if elevator ops are NOT required , they shall report to their officer for assignment which may include:
  • team up with inside team to assist with search of fire apt.
  • locate secondary entrances to fire apt. and /or additional stairways serving the fire apt. /fire floor …if IDLH , team up before searching

  • proceed to roof
    a. remote/unaffected stair
    b. adjoining building
    c. arerial (usually not viable )

if outside ops are not feasible or required, LCC directed by officer:

  • team up with inside team for fire apt. search

  • ensure elevators recalled and searched
  • ensure all EVACUATION STAIR DOORS are closed on fire floor
  • search of fire floor or floor above
  • COORDINATE DEPLOYMENT OF WIND CONTROL DEVICE if ordered by IC
  • *communicate with 1st ladder in regards to assistance needed on FIRE FLOOR )

  • KO CURTAIN/SEARCH ROPE
  • unless needed to augment fire floor ops, proceed to operate in the APARTMENT ABOVE THE FIRE
  • several apts may need to be accessed to search all areas above the fire
  • *for TOP FLOOR FIRE, 2ND LADDER OFFICER WILL ENSURE CURTAIN IS BROUGHT TO ROOF **

-Halligan hook, halligan, LSR
DUTIES: if LSR rescue not required, proceed to roof to assist 1st roof with ventilation , search of bulkheads and permitter building search
-PRIOR to proceeding to ROOF, bring LSR to floor above fire, when fire floor is within 2 floors of ROOF, PROCEED TO THE ROOF WITH LSR
LSR rescue required, ASSIST

  • search apt. above and below the fire as necessary and directed
