What is Asymmetrical federalism?

A

Federal system of government in which power is unevenly divided between states such that some states have greater responsibilities or more autonomy than others. Gruber–De Gasperi Agreement (1947) recognized Italian sovereignty on South-Tyrol but granted an autonomy for the German speaking population
