MN CDL Section B_1_2_3 Flashcards
GCWR
The value specified by the manufacturer of the power unit, if the value is displayed on the Federal Motor Vehicle safety standard certication label OR the sum of the gross vehicle weight ratings (GVWR)’s OR the gross vehicle weights (GVW)’s of the power unit and the towed unit(s), or any combination thereof, that produces the highest value
Blood Alcohol rules for CMV
- Driving a CMV if blood alcohol concentration is 0.04% or higher
- Lose CDL for one year if refuse, etc. Lose for 3 years if CMV with Hazard Material
- Lose for life if second offense, commit a felony involving controlled substances
- Put out of service for 24 hours if detectable but less than 0.04%
Serious traffic violations
- Excessive speeding > 15mph over limit
- Reckless driving
- Improper or erratic lane changes, following too close
- Fatal traffic crashes, driving a CMV without proper CDL or endorsements
- Lose CDL for 60 days after two serious violations, 120 days for more
Violation of out of service orders
Lose CDL for 90 days first violation. >1 year on second. >3 year on third
Railroad highway crossing violations
Lose CDL for 60 days first violation. 120 days second violation. For 1 year on third violation
1. Even if driver does not have to stop, they should slow and search that tracks are clear of approaching trains
Personal vehicle violations implications for CDL
- If personal vehicle license has been revoke/suspended, so is the CDL
- If personal vehicle license has been revoke/suspended because of alcohol, drugs, felony violations, CDL is suspended for 1 year
- For second violation of#2, lose CDL for life
What is IVDR:
What is the Purchase Record that comes with that?
What are these for:
International Registration Plan (IRP)-license to cmv
International Fuel Tax Agreement (IFTA)-license to motor carrier
- Purpose: Allow a motor carrier to license in a base jurisdiction for the reporting and payment of motor fuel use taxes
- Mandatory record keeping requirements: IVDR: Individual Vehicle Distance Record. Ie. Driver Trip Report
- Info required: Start/Ending date, odeometer readings, location. Route, total distance, in jursiction distance, VIN.
- Purchase record: receipt date, sellers name and address, number of gallons, fuel type, Sale, VIN, purchasers name
Medical documentation requirements
- Drivers operating in certain types of commerce will be required to submit a current medical examiners certificate to your SDLA (State Drivers License Agency)
- There could be different requirements if operating as Interstate (federal rules or Intrastate)
- There is a second qualifyer: Excepted or Non-Excepted. Excepted are for a minority of special exception cases like emergency vehicles, non ordinary commerce.
- Most CDL holders who drive CMV’s in interstate commerce are non-excepted interstate drivers and therefore are required to provide a current medical examiners certificate (DOT CARD)
Phase of vehicle inspection
- Pre-trip inspection
- During a trip
- Post-trip inspection (Fill out vehicle condition report listing any problems)
Bus rules for refurbished tires
Re-grooved, recapped, or retreaded tires on the front wheels of a bus are PROHIBITED
Mixing different types of tires rules
Radial and bias-ply tires should not be used together
Rust around wheel nut indicates?
Nuts could be loose
Rim repair with welds
Welding repairs on rims are not safe
Broken leaf spring rules
Any leaf defect could be dangerous, but 25% or more is a for sure “out of service” tag
Proper light/reflector colors
- Front: ID lights & reflectors - Amber. Turn signals-Amber/White
- Rear: ID lights & reflectors - Red. Turn signals-Red/Yellow/Amber
Load inspection schedule during operation
- Inspect securement within first 50 miles of trip
2. After that, every 150 miles or every 3 hours (which ever comes first)
What is the most important reason for doing a vehicle inspection?
Safety is the most important reason you your vehicle
What things should you check during a trip?
- Gauges
- Senses (look, listen, smell, feel)
- During a stop: Tires, wheels, rims, brakes, lights, reflectors, brake/electrical connections to trailer, trailer coupling devices, cargo securement devices
Name some key steering system parts
Tie rods, steering wheel, steering shaft, power steering cylinder, steering arm, spindle, steering knuckle, drag link, pitman arm, gear box, reservoir
Name some suspension defects
- Spring hangers that do not secure axle in proper position
- Cracked spring hanger
- Missing or broken leafs
- Leaking shock absorbers
- Torque rod damage
What are 3 types of emergency equipment you must have?
- Fire extinguisers
- Electrical fuses (unless breakers exist)
- Warning devices ( 3 reflective triangles OR >6 fuses OR >3 liquid burning flares
What is the minimimum tread depth for front tires? Other tires?
Front tires > 4/32” thread depth in each groove (1/8”)
Other tires > 2/32” thread depth in each groove (1/16”)
Name some things you should check on the front of the vehicle during the walk around inspection
- Front axle
- Condition of steering system (grab system to test for loseness)
- Windshield
- Lights and reflectors
What should wheel bearing seals be checked for?
Leaking
How many red reflective triangles should you carry?
3
How do you test hydraulic brakes for leaks?
Pump break 3 times, and hold down for 5 seconds. Pedal should remain still
Why put the starter switch key in your pocker during the pre-trip inspection?
So nobody could start vehicle while performing the walk around inspection
Steering wheel play that is considered a defect or dangerous
Play of > 10 degrees (2” movement at rim of 20” wheel)

Which side do you want to back up towards
Back and turn on the drivers side because you can see better
Manual transmission with unsynchronized transmissions require what with clutch?
Driver needs to double clutch: clutch, move to neutral, let engine speed match wheel speed, clutch again, go to the gear desired
How does driver know when to upshift or downshift?
Tachometer, speedometer, and eventually the noise once you practice
What are the four types of retarders?
Exhaust, Engine, Hydraulic, and Electric
If stopped on a hill, how to prevent rolling backwards
- If you have manual transmission, use clutch to apply partial power
- Use parking brake
- If present, use trailer hand brake
Why to use a helper when backing up
- The helper should be in back and have visibility to the drivers blind spots
- Driver should be able to see helper and agree on a “stop” signal
What are two special conditions where you should downshift
- When going down a hill
2. When going into a curve
When should you downshift automatic transmissions
Select a low gear range to get greater engine braking when going down steep grades
Retarders keep you from skidding when the road is slipper (True or False)
False : retarders are designed to slow the vehicle
How far ahead a driver should be looking (in time to get there)
12-15 seconds
Convex mirror properties
- They show a wider view, but everything appears smaller and farther away
- The convex shape shows a wider view in back , flat mirrors view is closer to back of vehicle
Placement of emergency warning devices on a one-way or divided highway
Behind vehicle: 10’, 100’, 200’
Placement of emergency warning devices on a two way or undivided highway
One in front of vehicle: 100’
Two behind vehicle 10’ , 100’
Placement of emergency warning devices when in front of a curve, hill, or obstruction
Line of sight out to 500’
Total stopping distance is a summation of:
- Perception distance: Distance traveled while the eye sees something and brain processes it (1.75 sec)
- Reaction distance: Distance traveled between realizing you need brakes, to actually pressing the brake pedal (1.00 sec)
- Braking distance: 216’ at 55mph
Effect on striking power at a given speed
Striking power increase as square when doubled
Empty vehicles - effects on braking
Braking is reduced, trucks are designed to be loaded. With an empty vehicle, traction decreases
Amount to reduce speed on wet road, packed snow, icy
reduce by 1/3 on wet roads, 50% on packed snow, crawl on everything else
Signs of slippery surfaces
- Shaded areas
- Bridges
- Melting ice
- Black ice
- Vehicle icing
- Standing water
- Hydroplaning
What are two main things to look for when looking ahead?
- knowing what traffic is doing
2. knowing if you have room to make moves (lane changes, etc)
What is your most important way to see the sides and rear of your vehicle
Mirrors
What does “communicating” mean in safe driving
Signaling your intentions throught blinkers or tap on brakes, or if really slow, 4 way emergency flashers
What is hydroplaning?
Like water skiing, tires loose contact. Worse for poor condition/worn tires/low tire pressure
What is black ice
A thin layer of ice that you can see through, the road looks wet
What is the most important space around a vehicle?
The Front of the vehicle
How much distance (in time) should the vehicle in front of you be @ <40mph
1 second for each 10 feet of vehicle length
How much distance (in time) should the vehicle in front of you be @ >40mph
1 second for each 10 feet of vehicle length PLUS one second
How to count seconds
One thousand and one, one thousand and two
If being tailgated, what should you do?
- Avoid quick changes
- Increase following distances
- Don’t speed up
- Avoid tricks
Should you avoid driving along side others?
True: Wind, and changes make traveling along side other big vehicles dangerous
When making a right turn that is tight
Avoid going into left lane, stay close to the right side of road so no drivers attempt to pass on right
When making a left turn
- Make sure you have reached the center of the intersection
- If two lanes, always take the right lane when turning, otherwise off tracking will cause the rear of trailer to cross into left lane
Changing lanes in roundabouts
Do not change lanes once in a roudabout
Definition of “move over laws”
When approaching an authorized emergency vehicle stopped on a roadside or a workzone
- Slow down
- Yield right away by making lane change away from lane directly near emergency or road work., if not possible, slow down and be cautious
Speed limit signs are for these types of vehicles
Automobiles, they may be too high for large vehicles
If hazards escalate, they…
Turn into emergencies
