Solanio says this because he thinks that there is no Jew like Shylock and Tubal, unless the devil himself becomes a Jew.
What does Solanio hope for? How does Salerio respond?
He hopes that the rumours about Antonio’s ships are false. Responding to Salerio personifying this rumour about Antonio’s ship as a woman named “Report”, Solanio hopes that Report is “lying” like a gossiping widow’s claim that she was sorry for the death of her third husband.
Salerio responds by asking Solanio to get to the point.

Solanio says that Shylock knew that the “bird”(Jessica) was “fledged” and that it is the “complexion” of birds like these to “leave the dam”.
