cultural industries- many products are consumed when used and have to be bought again
this is different with media products because they are bought once and are used over and over so never wear out. this means media products have to make money the first time round. Large products use star names which have a larger guarantee of success, however these products can be repetitive which reduce chances of innovation. E.G. die hard series

power and media industries- Patterns of owner ship + control are the most significant factor of how media is controlled. Media industries follow the normal capitalist pattern, increasing concentration of owner ship in fewer hands. Narrows range of opinions represented. Limits diversity in heard voices. News is still controlled by powerful companies that have successfully defended their owners

media regulation- consumers- have wants, are individuals, seek private benefits, use language of choice require regulations to promote public interest
citizens- needs, are social, seek public or social benefits, use the language of rights and require regulation to promote public interest
traditional regulation is being put at risk by increasingly globalized media. consumers may want info about harmful practices or info about private lives of individuals. citizens want protections from unfair scrutiny and harmful practices. OFCOM serve these individuals
