- It is the responsibility of each employee to identify actual, potential and perceived conflicts of interest between their role as a public servant and their private interests
- Must take all responsible steps to avoid conflicts of interest
- If a conflict of interest is identified, employees must take action to manage the matter
- All conflicts of interest must be resolved in favour of the public interest

General responsibilities -
Police members must be careful not to:

- Act in matters involving only civil disputes, except where legislation or Vic Pol policy requires members to be involved
- Make inquiries unconnected with police duties at the request of individuals or organisations
- Interfere in the private business of others
- Act on behalf of a creditor who seeks to obtain payment from their debtor, except in the execution of authorised process
- Interfere in matters such as disputes between neighbours and trivial offences, when off duty

Police members must not undertake any duties in relation to a police operation, investigation or prosecution in which:

- They are the victim
- Their relatives or friends are involved
- They have a connection to a party in the matter
- They undertake secondary employment or a reportable outside interest as the location
