- it contains the description of all the activities that must occur during the implementation of the new system

Listing all the data document and procedures that are required
Identifying the controls to be used in each activity

A system is tested in one area, then to the whole company either at once (all alone) or in steps (stage by stage).

Provides fallback when the new system fails.
