Louie was born in 1949 in Vancouver and earned an ARCT diploma from RCM. Then, she studied for a psychology major but switched to music and got a Bachelor in Music in UBC. Then, she pursued a master’s degree at San Diego. After a long stay in California and return to Toronto, she was even commissioned to write a piece with Inuit throat singing elements and won many awards, such as honorary degrees and Junos
