block voltage gated Na channels in 2 ways:

1) Lipophillic drugs pass through the membrane membrane and bind to the inside of the channel
2) Hydrophillic drugs dissolve in teh membrane and affect teh channel IN the membrane

Only bind active and inactive channels…not closed
