Terror
1918-1920 communist state associated with terror + repression
demands for obedience to the party tighted
new controls bought in to manage the economy = War Communism
Cheka
Cheka was established in Dec 1917 → 1,000 members by June 1918
enforced dictatorship of the Proletariat + terrified all hostile groups
What did Lenin establish in 1919?
R civil war bought greater centralisation + party control
1919 = Politburo → centre for party policy
Lenin + Trotsky = original members (7-9 men)
Ban on Factions
1921 = Lenin banned factions
meant any decision taken by CC had to be accepted by the whole party
= diff to criticise party decisions anywhere in gov structure
decreed that Soviets could only consist of party members
Nomenklatura system
1923 = Nomenklatura system
key administrative positions only granted to ppl that were trustworthy with the approvement of CC
created party elite to impose control
Democratic Centralism
workers + peasants elected ppl into positions of power = exerted a influence of party policy
combined with centralism as authorities would pass decisions to the masses
National Minorities
Civil War saw Communist gov abandon support for self-determination
movements seen as counter rev but lang + culture permitted
1922 = demands from Georgia brutally crushed by Stalin
