governments can use it to make decisions about the # of representatives per state, whether to promote the birth of more or less children; etc.

policies intended to decrease the number of children born (e.g. China one child policy)

A
policies intended to increase the number of children born; in turn, countries will likely decrease common expenses spent on a child

allows or restricts the flow of immigrants into a particular country (depending on whether they want more or less children)
