This was approved in the congress but was rejected in the PH legislature, instigated by Manuel Roxas.

What is the Tydings-Mcduffie act
This what replaced the hare-hawes cutting act after the nacionalista party rejected the ealier bill.
The only difference is that they remove the statement that stipulates they can have military bases here. Instead, they replace it with a provision allowing US use PH as reservation and refueling station. Which is what exactly what a military base is.
