Russia gained a say in internal Ottoman Empire affairs, this could set a precedent, pushing other powers to intervene too.

How to counter the growing threat of the Great powers. For Sultans Abdul Hamid I and then Selim III the solution laid in the Westernisation of the Ottoman Empire and carrying out reforms. They were up against powerful conservatives though.
