he exposed Necker’s fabricated “compte rendu”; this led to Calonne being attacked for incompetence and lies.

he approached the parlements asking them to accept his reforms, but they cited Enlightenment ideas and when Brienne attempted a lit de justice, the parlements called for an Estates-General.

September 1787- the provincial parlements had refused Louis’ edicts and rioting increased.

what were the “fundamental laws of the kingdom”?
a report issued by the Parlement which, they claimed, couldn’t be changed by royal command- they claimed that an Estates General was needed to invoke the changes that Louis was proposing.
what was Louis’ reaction to the “fundamental laws”?
Louis arrested more members and drew up plans to remove the Parlements’ power.

1788- Louis used these to criticise the provincial Parlements and set out an absolutist framework again, reducing the number of judges in the Paris Parlement.
