One of the settings you need to select for each campaign you create is Language. This may seem pretty straight-forward, but as with most things in Google, there are some **** to this targeting option you’ll want to understand as an advertiser.

How does language Targeting Works in Search
Campaigns?
Depending on the Google domain a person is using to search, there will be a default language
associated with that domain. For example:
Google.com defaults to English and Google.fr defaults to French.
Google will use this default language to decide the language of the ads it will display.
However, a person can choose to change their default language via the Settings link on the Google homepage.
If you change the default language, that is what will determine the language of the ads Google
displays. For example, a Spanish-speaker living in the United States may want to perform searches
on the U.S. domain, Google.com, but could change the interface language setting to Spanish. In that
case, they would see ads targeting Spanish instead of English.
i.e. a campaign w/o Lang setting will target default domain, irrespective of user browser Lang setting. So you may land up displaying english ads to a spanish speaker who doesn’t speak english very well ; If u set a camp Lang it will read the user’s Lang setting to match.
RE: as I have only targeted UK goes, people will largely be using google.co.uk or google.com, and be default G sets the language as English, so our ads should only be shown to English speakers (as i haven’t targeted geos outside of the UK).
The exception is, and what does this mean?

You will land up showing your English ad to someone who doesn’t necessarily speak English
Solution - set the language of your Ad Campaigns to English only
Does G translate your ads to different languages if showing to foreign language speakers?
No - you have to create your own foreign language ads.
And base the ads on the Keywords in the foreign language, which may not be as simple as translating the English equivalent.
If you want to target multiple languages, I recommend creating a separate campaign for each. Why?
Even if you aren’t translating keywords and ads to other languages, having separate campaigns
allows you to easily evaluate performance differences between language targets.
